I got the impression that Chief Tyrol’s outburst at Admiral Adama was involuntary: his cylon programming kicked in and he had no idea what had just happened at the end of the conversation.
But you are right, the writers need to get to the exciting stuff already. There are a lot of conflicts to resolve before they can end this thing.
